According to the Colorado Department of Education, the current Highly Qualified (HQ) rules in Colorado require that a fully licensed teacher holds a current Colorado teaching license. This includes:
- Initial license
- Professional license
- Interim authorization
- Master teacher license (previously Master Teacher Licenses)
- Alternative license
- 5-Year substitute authorization
- Adjunct authorization
- Exchange teacher authorization
Federal law provides for the licensing component of HQ educators to be waived for charter schools which have been granted a waiver from CRS 22-63-201. Regardless of waivers, charter school educators must still meet the degree and subject matter competency requirements and Special Education teachers cannot be waived from the licensing requirement. All educators who’s available information indicates they do not meet the requirements of being a Highly Qualified fully licensed teacher, according to the Colorado Department of Education, are listed below as “Unlicensed.”
There is no current requirement for any charter school to publicly report educator licensing information to students, families, or the community. The following information is provided in an effort to ensure that those who would benefit from this information now have it available to them.

1 – Addenbrooke Classical Academy and Addenbrooke Classical Academy Elementary have the same exact website, address and staff list. Data collected for licensing is combined. However, on the Colorado Department of Education (CDE) website, the Addenbrooke schools are listed separately. Each school has been granted their own list of waivers from Colorado laws. Addenbrooke Classical Academy has a waiver from the requirement for licensed teachers (C.R.S. 22-63-201), however, Addenbrooke Classical Academy Elementary does not possess this waiver. This significant difference is relevant as it appears that at least 2 educators are unlicensed.
2 – Jefferson Academy and Jefferson Academy High School have the same exact website, address and staff list. Data collected for licensing is combined. However, on the Colorado Department of Education (CDE) website, the Jefferson Academy schools are listed separately.
